As climate risks intensify, smallholder farmers continue to face growing vulnerability, despite rapid innovation in insurance solutions. Drawing on the key learnings from the SCBF’s insights report, Inclusive Index Insurance: Insights and Recommendations for Practitioners and Donors, SCBF hosted a roundtable on “Impact Reinsurance – How to Close the Protection Gap and Scale Index Insurance.” The discussion brought together leading experts to examine how reinsurance can evolve from a passive risk absorber to an active enabler of inclusive and scalable insurance markets.

A key insight from the discussion was that trust remains the biggest barrier to scale. While tools such as AI, satellite data, and parametric models are advancing, low uptake persists due to delayed or inadequate payouts and a mismatch between product design and farmer needs. The panel highlighted the importance of faster payouts, stronger farmer-centric design, and the role of aggregators in improving delivery and reducing basis risk.

The conversation also underscored the need for:

  • stronger public–private collaboration; and
  • smarter use of subsidies to ensure both affordability and sustainability

Ultimately, reinsurance has a critical role to play - not just in absorbing risk, but in shaping markets, improving value delivery, and enabling insurance solutions that are truly impactful at scale.
