Inclusive Index Insurance: New Insights from SCBF-Supported Projects

SCBF has published a new insights report, Inclusive Index Insurance: Insights and recommendations for practitioners and donors, drawing on evidence from SCBF-supported index insurance initiatives across emerging markets

The report synthesises lessons from five case studies implemented in Africa, Asia, and Latin America, examining how inclusive index insurance can contribute to smallholder resilience in the face of increasing climate risks. It focuses on practical design and delivery considerations, as well as the enabling conditions required for scale and sustainability.

Findings indicate that index insurance delivers the strongest outcomes when embedded within broader service bundles - such as credit, agricultural inputs, or advisory services - and delivered through trusted aggregators including cooperatives, MFIs, and farmer organisations. Beyond financial payouts, insurance is shown to reduce negative coping strategies, support recovery aftershocks, and enable productive investment.

The report also highlights persistent challenges, including basis risk, affordability, distribution costs, and long-term reliance on subsidies. It outlines targeted recommendations for donors and practitioners, including smarter subsidy design, investment in shared data infrastructure, gender-sensitive outreach, and enabling regulatory frameworks.

The analysis was developed by the SCBF Index Insurance Working Group, in close collaboration with SCBF project partners Blue Marble, OKO, IBISA, ACRE Africa, and One Acre Fund, and with contributions from insurance, reinsurance, and inclusive finance experts.

The report contributes to SCBF’s broader learning agenda on climate resilience and inclusive finance and is intended to inform future programme design and policy engagement.
