Webinar - Inclusive Health Insurance in Low-Income and Fragile Countries: Building Resilience in a Changing World

On 17 September 2025, SCBF and VisionFund International co-hosted a dynamic panel discussion on “Inclusive Health Insurance in Low-Income and Fragile Countries: Building Resilience in a Changing World.” The event brought together practitioners, insurers, and innovators who are shaping the future of health protection for vulnerable communities.
Health shocks remain one of the greatest financial risks for low-income households, particularly in fragile and emerging contexts. The panel explored how inclusive insurance can play a catalytic role in protecting families, strengthening community resilience, and creating safety nets that support sustainable development. Our distinguished speakers shared experiences from across regions – Rwanda, Malawi, Ghana, Bangladesh, and Lebanon – where inclusive health insurance solutions have been piloted and scaled.
· Grace Dushimimana (VisionFund Rwanda) highlighted how microfinance institutions can integrate insurance into their services to better support clients.
· Coralie Zaccar (Commercial Insurance, Lebanon) shared the perspective of insurance providers working in fragile markets and the importance of innovative product design that meets clients needs.
· Solène Favre (VisionFund International) emphasized the role of technical assistance in building local capacity and adapting solutions to community needs.
· Dr. Rahul Mathew (World Vision Bangladesh) reflected on the challenges and opportunities of implementing inclusive health insurance in densely populated low-income contexts.
Moderated by Azalea Carisch (SCBF), the session underscored the importance of cross-sector collaboration and knowledge sharing.
Launch of the Microinsurance Toolkit:
A key highlight was the unveiling of the Microinsurance Toolkit, developed through SCBF-supported VisionFund International projects in Lebanon, Rwanda, Ghana, and Malawi. This practical guide (leaflet download link below) is designed to support institutions in offering insurance solutions in underdeveloped and fragile markets, providing step-by-step approaches for design, rollout, and scaling.
Recommendations for launching a new product and ensuring success:
- Client-Centric Approach: Begin by listening to clients and understanding their realities. Products should remain adaptable rather than static, with continuous improvement built into the design. Invest in staff training so they embrace both the process and the product, enabling them to effectively engage and convince communities.
- Technical Soundness & Simplicity: Collaborate with strong technical assistance partners to deeply understand client needs and establish a reliable baseline. Ensure the product is simple and easy to use, reducing the risk of exclusion for the targeted segments. Pay close attention to creating positive user experiences. In particular, the claims process must be simple, fast, and transparent, as it is central to building trust.
- Vision & Growth: Adopt a bold vision - think big while starting simple. Focus on scaling quickly once the model proves effective.
- Inclusive Co-Design: Products should not be designed for clients but with them. Co-create solutions that align with their realities, especially their ability to pay, ensuring access remains practical and sustainable.
